VPSnet is a foreign VPS host provider established in 2007. It provides VPS hosts based on OpenVZ and KVM architecture. The data center is in Lithuania, all VPS hosts use SSD hard drives, unlimited traffic, it seems to be a self-operated data center, and the IP is its own anyway. Hosts provided by host providers start with a minimum monthly payment of US$2.1, based on the OpenVZ architecture.
