Although named ovzVPS, but the hosting provider seems not to stop at OpenVZ. The website has links to the XEN architecture, but it is not available yet. Access speeds in Canada are average in the country. If there is demand for products in this region, you can actually consider OVH's independent server. The lowest I3 model seems to be less than US$40 per month.
