This problem is caused by the bill font. The solution must be from two aspects, one is the settings of the WHMCS background, and the other is the download related Font (droidsansfallback).
First, we download the font (droidsansfallback) from the Internet, decompress it and transfer it to the includes/font in the WHMCS installation directory. There are three files in total: droidsansfallback.php, droidsansfallback.ctg.z, droidsansfallback.z.
Then, log in to the WHMCS backend with the administrator account, enter Setup, General Settings, Inovices, find TCPDF Font Family below, select Custom, and fill in droidsansfallback to save.
